Free Student Data: NCC Clarifies Access As Rollout Begins.

The Federal Government’s new free data initiative for students is facing an early access challenge, with some learners and parents saying they were yet to receive the promised daily allocation as the programme opened on October 1, 2026.

The initiative, being implemented by the Nigerian Communications Commission in partnership with the Federal Ministry of Education and licensed telecom operators, is designed to provide eligible students in public secondary and tertiary institutions with up to 100 megabytes of data each day for educational use.

But the NCC says the benefit is not a conventional internet bundle that can be used across all online services. The commission explained that access will be limited to educational websites and digital learning platforms approved and whitelisted under the programme.

For students, that distinction could determine how useful the intervention becomes. Platforms covered include Learning Management Systems, digital libraries, educational repositories, teacher development services, as well as technical and vocational training platforms.

The clarification comes as some beneficiaries reported difficulty accessing the service on its first day. A final-year Microbiology student of the University of Abuja, Victor Aondo, said repeated checks of his phone produced no additional data, while a parent of an SS3 student in Ihugh, Benue State, also reported being unable to access the benefit.

The NCC says the Federal Ministry of Education and the commission will jointly determine the platforms that qualify for zero-rating. The framework is also expected to address issues including child protection, cybersecurity, consumer protection, data protection and fair competition.

As the rollout continues, the key test for the programme will be whether eligible students can identify the approved platforms and consistently access them without difficulty. For families and students expecting immediate connectivity support, the distinction between free general internet and zero-rated educational access is likely to shape their experience of the scheme.
