Questions over parliamentary procedure took centre stage in the House of Representatives on Thursday after opposition lawmakers protested the manner in which an executive bill seeking to establish state police was considered and passed. The development shifted attention from the substance of the proposal to concerns about how constitutional amendments should be handled within the National Assembly.
The controversy unfolded during plenary when Speaker Tajudeen Abbas put the bill to a voice vote. Members of the minority caucus, led by Minority Leader Fred Agbedi, walked out of the chamber after their attempt to challenge the process was unsuccessful. The bill seeks to create state police as part of broader efforts to address Nigeria’s security challenges.
Addressing journalists after the session, Agbedi said the opposition supported the creation of state police and recognised the need for reforms that could improve security across the country. However, he maintained that constitutional amendment bills require detailed, clause-by-clause consideration and voting, arguing that adherence to established procedures is essential to the integrity of the legislative process.
According to the Minority Leader, the caucus had earlier engaged the Speaker and indicated its willingness to support the proposal while also seeking amendments to some of its provisions. He said the lawmakers expected the bill to undergo a comprehensive review in the Committee of the Whole before any final decision was taken.
Agbedi further alleged that his attempt to raise a point of order during proceedings was not entertained before he was ruled out of order. He argued that such actions could weaken public confidence in the National Assembly and create concerns about compliance with the chamber’s rules and constitutional requirements.
The opposition lawmakers said their decision to leave the chamber was intended to draw attention to what they described as procedural shortcomings rather than to oppose the proposed state police framework. They stressed that legislative reforms, particularly those involving constitutional changes, should be guided by transparency, debate and strict observance of parliamentary rules.
The development highlights the continuing challenge of balancing the urgency of major national reforms with the need to preserve legislative due process.
