A fresh legal and political dispute in Oyo State has shifted attention to the boundaries of anti-corruption investigations, after the state government defended its decision to seek judicial interpretation of a request by the Economic and Financial Crimes Commission (EFCC) for years of financial records. The disagreement has also drawn sharp criticism from the All Progressives Congress (APC), with both sides presenting differing views on transparency, accountability and due process.
The controversy followed a ruling by the Federal High Court in Ibadan, which set aside the EFCC’s request for copies of contracts and details of transactions involving contractors between 2021 and 2025. According to the court, the request amounted to a speculative exercise, often described in legal terms as a “fishing expedition,” because it was not tied to any identified allegation or specific investigation.
Reacting on Thursday, the Oyo State chapter of the APC accused Governor Seyi Makinde of attempting to shield his administration from scrutiny. The opposition party argued that public officials should willingly account for the management of public funds, alleging that several major government projects and financial transactions deserved thorough investigation by anti-graft authorities.
The Oyo State Government rejected those claims, insisting it had never opposed lawful investigations. Officials explained that after receiving the EFCC’s request, the government asked the commission to identify the specific contractors, companies or transactions under investigation so that the relevant records could be provided. According to the government, when no clarification came, it sought the court’s interpretation of the commission’s powers under the law.
The court acknowledged that the EFCC has statutory authority to investigate financial crimes but ruled that requests for information must be specific, reasonable and connected to alleged offences. The judgment, according to the state government, reinforces the principle that investigative agencies must exercise their powers within the limits established by law while carrying out their responsibilities.
Governor Makinde also defended the legal challenge, saying his administration remains committed to transparency and accountability. In a statement, he maintained that the case was never about resisting oversight but about ensuring that investigations are conducted through lawful, evidence-based procedures. He noted that the government had indicated its readiness to release records once a request identified the transactions or parties being investigated.
The governor further linked the development to political events that preceded the EFCC’s request, though he said he would not speculate on the commission’s motives. Instead, he urged Nigerians to consider the sequence of events while stressing that no institution or public office should operate outside the framework of the law.
As the exchanges continue, the dispute has evolved beyond partisan criticism into a broader conversation about balancing effective anti-corruption efforts with constitutional safeguards. While the APC insists accountability requires unrestricted scrutiny of public spending, the Oyo State Government maintains that judicial oversight is necessary to ensure investigative powers are exercised fairly and in accordance with due process.
