Exclusive: Inside Bello Turji’s Fragile Truce – 32 Hostages Freed as Communities Pay the Price for Precarious Peace.

In the dense forests of Fakai, Shinkafi Local Government, Islamic cleric Sheikh Musa Yusuf (Asadus-Sunnah) waded through flooded rivers and traversed bandit-controlled terrain on motorcycles. His mission: negotiate with Nigeria’s most feared bandit kingpin, Bello Turji, whose militia of 500+ visible fighters represents just 1% of his total force . The three high-stakes meetings in July 2025 yielded what years of military operations could not—Turji surrendered weapons in three phases, freed 32 hostages (including women who gave birth in captivity), and pledged to halt attacks on farmers . Yet even as Sheikh Yusuf hailed this “relative peace” in Kaduna, fresh mass abductions of 150 people unfolded simultaneously in nearby Zamfara villages , exposing the fragility of this hard-won deal.

The negotiation framework reveals the complex trade-offs underpinning Turji’s cooperation: Turji surrendered select arms as a “symbolic gesture” but retained most weapons to fend off rival factions like Dan Kanyawa and Black, who oppose the peace process.

Freed captives had endured four months in squalid conditions; one suffered a snakebite, others delivered babies without medical care.

Turji demanded an end to vigilante attacks on Fulani civilians—a key grievance fueling his insurgency.

In exchange, farmers regained access to forested farmlands near Turji’s enclave, reviving Shinkafi’s ravaged agriculture.

Sheikh Yusuf’s cautionary stance: “We didn’t ask for full disarmament. Making him vulnerable could collapse everything”.

While officials celebrated Turji’s deal, a darker reality unfolded in Anka LGA. In May 2025, bandit leaders Najaja and Ado Alero imposed a brutal pact on Bagega and Kawaye districts:₦30 million ransom (down from ₦50m), 10 Honda motorcycles, Withdrawal from vigilante groups and Reopening livestock markets for bandit profits

In late 2024, Najaja conscripted 800 men and boys from 17 villages to harvest 1,200 bags of guinea corn on a farm inherited from his slain predecessor. Their payment? “Permission” to harvest their own crops . “We have no choice,” a resident told researchers. “The military convoy comes only once a week”.

These parallel negotiations reveal a state in retreat: Bandit camps operate 15 kilometers from towns like Bagega, yet state forces lack consistent presence.

Communities taxed ₦30 million ransom in Anka raised funds while government enforced motorcycle bans—hobbling compliance with bandit demands .

Analysts warn deals grant bandits “parallel governance” status. As peacebuilder Dengiyefa Angalapu notes: “They tell communities, ‘We’re fighting for you’ eroding trust in institutions”

Though Turji’s truce brought respite to Shinkafi, violence persists. Days after the deal, bandits killed two commuters on the Shinkafi-Isa road and abducted others despite ransom payments . Sheikh Yusuf admits: “This won’t end all terrorism”.  Turji rivals Dan Bakwalo and Dan Kanyawa remain active.

Government’s reliance on ad-hoc talks without structural reforms. As community-led deals spread across Zamfara’s eight LGAs , the state risks ceding sovereignty to armed groups who trade hostages for territory. Sustainable peace demands more than truces with kingpins it requires dismantling the economy of extraction that fuels banditry, and restoring the social contract for millions abandoned in the forests.

For now, the fragile calm in Shinkafi’s fields is purchased with partial disarmament and the silent prayers of farmers. As one resident whispered: “We’re harvesting today. Tomorrow? Only God knows”.
